The name players usually mean is Tycoon Club, not a separate storm-themed event, and it can matter while you are juggling tournament rolls, pickups, and a Monopoly Go Partners Event at the same time. Don't treat it as a guaranteed daily loot drop; think of it as an account-linked feature whose offers and visibility may differ from player to player.

Typhoon Club Is Really Tycoon Club

"Typhoon Club" is almost certainly a search variation caused by fast typing, voice search, or autocorrect. Tycoon Club is the name you should look for inside Monopoly GO, while Tycoon Class is a different thing entirely: that label is associated with the regular tournament cycle and its railroad scoring. Mixing those two up leads players to expect tournament milestones from a Club screen, then assume something is wrong when they don't see them. Different systems, different reward loops.

Where Players Usually Miss It

The biggest mistake is searching only through the active event panels. Tycoon Club, from what I've seen, is more likely to surface through the main account interface, a notification, or an in-game prompt than beside the tournament leaderboard. Check calmly before you burn rolls trying to force a reward that isn't tied to board play.
